At a minimum, it seems like the health and safety protocols might need to change, since they don't seem to be preventing players from spreading it in or around games.

Worth remembering, tests have (relatively) high error rates and the NBA is testing a lot more. So there are bound to be more false positives due to that alone.
So when a player enters health and safety protocols does that mean that he tested positive for COVID or just that he had close exposure with someone who tested positive?

Omnicron hasn't taken hold, the vast majority of cases are still Delta. That is likely to change rapidly....
