Joe is talking in the present sense. he is saying that for this season, those numbers won't be possible. he has not ruled out going over 400 for next season.

Other teams are going into the luxury tax now as well. ... You know, we kind of blew a hole in the system, and it’s not a good look from the league’s perspective. They don’t want to see it happen. And there are limits. I’m not going to say what they are, but there are limits to what you can do.”
I read this as he is saying the right thing for the upcoming CBA negotiations. In a way, not extending GP2 was also playing the part. he is trying not to alienate the league and owners away from potential changes that would benefit the Dubs' future anymore than has already been done. That means there's a possibility that once negotiations are complete, he no longer has to play as nice or obedient to league wises anymore, at least not until the next set of negotiations. Furthermore, if the negotiations break right, he may not have to play the deep pocketed villain anymore.

“What I’m saying is to assume that we would go 4-500 million dollars at this time, it’s not possible,” Lacob said. “We’re not far from it. I’m just saying you can’t expect those kinds of numbers, unless we were to raise everyone’s ticket prices immensely, and I don’t think anyone wants that.”
Again, present tense. Not going to 4-500 million this season. Not raising ticket prices this season. Next season? Both may very well be on the table.
Reasonable and not even all that rosy. I see these as just plain old spin and using the media to to try to lull asleep everyone else at the negotiating table.

In fairness to Simmons while the "I'm going to take my ball and go home" act with the Sixers was extremely unprofessional, you can't really blame him for having a bad back. And I say that as someone who thought the proposed trade was ludicrous even if he was healthy.
Both Kuminga & Moody had nice turn around jump shots and defensive efforts. Inconsistent as heck sure but these guys can do a lot, especially when they are playing with our top 7 guys.
How many regular season games have we watched where teams stop playing their structured offense and defense late in games when they’re way behind? Loss of discipline is human nature. ‘This game is a loss, guess I’ll try to show something.’
Another takeaway is that the SL Dubs cannot defend in the paint. Something I hope they work on because that part of the game wasn’t pretty.

I saw what people like about Santos & McClung. Oh and Quinderry showed good effort. They fell apart at the end of course but still this was a good exhibition and practice for the guys.

They really lack a PG to organize things, although some of that is by design since they want Moody, Kuminga, and Santos to handle the ball more and work on their games.

Kuminga will be fine, needs to get his wind back and shake the rust off. They were putting him on the perimeter where he needs a ton of work, it won't look as good compared to when he is just being a roll man or working in the low post. But that is what Summer League is for, same reason Moody is forcing the issue on drives.
Sidebar, some of Moody's best finishes as a Warrior have been during dead balls in this Summer League. Had a really nice one today where he stepped out of bounds first, and had this one in the CC:
They confused "no left hand, no balance/strength, can't jump off one foot" with "no touch" when evaluating Moody's finishing in college. But now he has more balance/strength, can jump off one foot and...still probably no left hand though.

He's inefficient and turnover-prone when given creation duties. We've seen this with the Ignite too.
He was tremendously efficient as a play finisher when paired with Steph Curry. I ain't worried.
